Review of ACTEW Institutional Arrangements

In July 2013 the ACT Government commissioned Dr Bruce Cohen to undertake a review of the institutional arrangements relating to ACTEW. His report contains 22 recommendations [PDF document PDF 5MB]

The report found that ACTEW has performed well and generally fulfilled its role of providing a safe and secure supply of water and ensuring effective sewage transfer and treatment.  The ACT has enjoyed a safe water supply, with high community satisfaction as to quality, no major health impacts and with customer charges that compare favourably with other jurisdictions across Australia.

The report is comprehensive and contains a broad range of recommendations on the appropriate organisational structure to match ACTEW's water business, as well as its investment in the ActewAGL joint venture partnership, governance arrangements, the prevailing regulatory framework and the communication and accountability mechanisms with Government.

The Government will proceed to consult with all relevant Government entities that may be potentially impacted by certain recommendations in order to make informed decisions on the way forward.
