The 2012-13 ACT Budget Consultation 

The ACT Treasurer Andrew Barr MLA, invites interested ACT residents,  community and business groups, unions, and other stakeholders to share their  views in developing the 2012-13 Budget.   Suggestions are sought on the prioritisation and efficient allocation of  resources in the areas of service delivery and capital expenditure.  Interested parties may provide submissions to  the Government.

In the ACT, we have demonstrated  a track record of sound and sustainable economic and financial management and  the fundamentals of our economy remain strong. We have stable and robust  growth, low unemployment and high labour participation, and relatively high  wages compared to the rest of the nation.

But we are not immune from global factors. Ongoing financial market  volatility, however, have created uncertainty and instability across world  economies.  Consumers continue to be  cautious and this weighs on our national household consumption.

The underlying budget deficit is forecast to be around  $52.9 million in 2011-12, with an improvement expected across the forward  estimates, returning to surplus in 2013-14, as per the Budget Plan.

The Government has maintained fiscal restraint in an environment of  growing needs for service delivery, and below trend growth in Commonwealth  revenues. Savings of around  $119 million and $122 million have been incorporated in 2012-13 and  2013-14 respectively.

As part of the efficiencies being implemented, the Government has sought  to limit the growth in the size of the public service. The efficiency measures are also targeted at administrative  expenditures.  

The Government has also committed to ensure that in restoring a balanced  budget, core services, community safety, and risk mitigation and protection are  maintained to the high standard the community expects.

In preparing your submission, the Government asks that you consider and  address the following questions.

  • What  services do you believe are most important for the Territory?
  • What  infrastructure priorities should the Government consider initiating in the next  four years?
  • Should  the Government maintain its current suite of services?
  • How  can the Government deliver current services more efficiently and productively?
  • Are  there any services you consider that the community should make a direct  contribution to (a fee for service)?

 
The Government would like to hear your suggestions. Submissions close on 24 February 2012.
